To Spay & Neuter Pets is Mandatory - The Healthy Pets Act

Castrating and Spaying of Pets in California: It would be mandatory to spay and neuter almost all pets including cats and dogs in California, says the California Healthy Pets Act. The assembly member Lloyd Levine, who introduced the bill said, “We have a huge problem in California and nearly a million dogs and cats go into shelters every year, and over 50 percent of these animals are treated with euthanasia.” The Assemblyman said the state spends over $250 million annually to operate shelters and kill animals. The New legislation would divert $250 million to animal-control agencies, who then would enforce the spay-neuter ordinance as well as generate additional revenue by charging eligible breeders “intact”. Also generated would be the revenue through fee on non spay-neuter animal, and by issuing fines to non-compliant pet owners.
